Type: Charter city, council-manager, adopted July 1, 1950
Council: Nine Members, elected at-large, for overlapping four-year terms. The Mayor is selected from within the council.
Utilities: Palo Alto owns and operates its own utility system that includes water, wastewater treatment, electricity, natural gas, refuse, storm drain and fiber optics.
Law Enforcement: The Palo Alto Police Department consists of 90 sworn officers, and offers a range of services and active community programs. Palo Alto has a low and steadily decreasing crime rate.
Fire Department: 122 employees provide services to a resident population of 58,598 and to a daytime population that swells to over 125,000 due to the large number of high-technology businesses and the Stanford University Campus. There are seven full-time stations plus a summer-operated station during fire season. Current ISO is Class 2.
Palo Alto City Council
Palo Alto’s City Council is comprised of nine members elected by the public. The 2007 City Council is led by Mayor Yoriko Kishimoto, Vice Mayor Larry Klein and Council Members Bern Beecham, LaDoris H. Cordell, Peter Drekmeier, Judy Kleinberg, Jack Morton and Dena Mossar.

When does the City Council meet? Every Monday at 7 p.m. The Council will not meet on the fifth Monday in a given month and also regularly takes a few weeks off in August.
Where does the City Council meet? In the Council Chambers located on the first floor of the Civic Center, 250 Hamilton Ave.
What do you do to speak at a Council meeting? A member of the public can speak on any item on the agenda or may speak during oral communications on any subject that is not on the agenda. Oral communications are held at the beginning of each meeting. Before addressing the council, speakers must first fill out a card noting their name and address, which is then given to the City Clerk.
